Flaherty promised the budget would avoid 'dangerous' new spending measures and won�t reverse a cut to corporate tax rates, a key Liberal demand. Liberal leader Michael Ignatieff told reporters later that day the finance minister was engaged in 'pre-budget manoeuvring.' The Liberals appear set to vote against the budget along with the Bloc Quebecois. If the NDP don�t support the budget, Canada will face another election.
