In the name of fighting the pandemic, now there’s also a so-called Epidemic Preventive Personnel who are volunteers wearing armbands appointed by the local authorities. They take people’s temperature, check mobile phone health codes, and decide who can and cannot commute within and outside the community. However, these local frontline personnels are known to abuse their power.

Urban Management officials are referred to as Chengguan. These are grassroots civil servants handling administrative issues in the city. Typically it’s known to be run by a collective of local thugs in management positions.

This video shows what it is like when one official meets another under the CCP ruling. Netizens commented this is typical when a rogue meets a thug.

Chengguan: “Yes, I am cursing. You can invite CCTV news to come report our quarrel. I don’t care.”

Woman in white protective gear: “Look at this. This is Chengguan. This is the Chengguan in Wuhan. They don’t let you check their temperature. They don’t let you scan their health codes. They don’t cooperate with the epidemic preventive personnel. They even attempt to beat you.”
