On Tuesday, Democrats in the House Committee on Appropriations unveiled the text of their continuing resolution to fund the government until December as Republicans remain hesitant to raise the debt ceiling. Though the highest priority of Democrats is to avert a government shutdown or U.S. default, the bill also authorizes billions in new spending for disaster relief and the Afghanistan refugee crisis.

The bill opens with the highest priority funding, allowing funds to continue to flow to government agencies and initiatives at current rates. These include appropriations for agencies like the Food and Drug Administration, the Department of Defense, Veteran’s Affairs facilities, and previous U.S. government research agreements.
