Cops used a taser on a Virginia man for 42 seconds in Fredricksburg, and the encounter was captured on video.

Police were called after a gray, four-door Buick hit five parked vehicles on Hanover Street.

The driver of the car ran from the scene; bystanders tried to detain the passenger--Lance Day--who is also the owner of the vehicle.

Day was down on the ground when police arrived, and they started to question him.

He got up and tried to leave, but a police officer used a Taser.

Police spokeswoman Natatia Bledsoe told Fredericksburg.com that Tasers are allowed to be used under the department’s policy to prevent the escape of a suspect.

Officers should use the least amount of non-deadly force possible to deal with a situation, the policy states.

The department has launched an internal review.

Day, meanwhile, recently posted on his Facebook that he has been doing a range of drugs, including cocaine and heroin, and apologized to family members and friends for hurting them over the past three months.

He was released from prison last year.
