According to China Industry and Commerce News , in a meeting held by the State Administration for Industry and Commerce on October 16, Shen Yueyue, undersecretary of the Chinese Communist Party (CCP) Organization Department, announced that Wang Zhongfu no longer will occupy the positions of director general and party secretary of the State Administration for Industry and Commerce. He will be replaced by Zhou Bohua, the governor of Hunan Province.

Accordingly, Wang Zhongfu was appointed as director general and vice party secretary of the State Administration for Industry and Commerce in October 1994. He became the party secretary in April 1996.

58-year-old Zhou Bohua who replaced Wang Zhongfu was once the Municipal Committee member, vice Mayor, vice party secretary of Zhuzhou City. He later became the Mayor of Zhuzhou City. Since January 1993, he has been appointed vice governor, provincial committee vice governor, vice party secretary and substitute governor of Hunan Province. In January 2004 he became the governor of Hunan Province.

Shen Yueyue claims that the change is a normal organizational procedure. He commented positively on Wang Zhongfu’s performance and his political understandings.

The official has positive and admiring comments on Wang Zhongfu’s leaving the post. However, during his term, fake goods flooded China, from fake milk powder to fake cigarette, wines, rice, oil, medicine while the market was short of real goods. It caused many deaths and led to people’s complaints.
