European Commission Asks Bulgaria to Reduce Mobile Rates

Bulgarian Communications Regulation Commission (CRC) was asked by the European Commission to reduce rates for call termination—fees that mobile operators impose when connecting calls of rival operator customers—in a letter on Jan. 29.

Viviane Reding, the EU Telecoms Commissioner, was quoted by Novinite.com as saying:

“Mobile termination rates in Bulgaria are the highest in Europe. I am pleased that CRC is committed to reducing them, but more substantial short term reductions are necessary. For consumers to benefit from lower prices for calls to mobile phones, it is imperative that charges for wholesale mobile termination services are set at the level of the cost of an efficient operator, and not above.”

While average European termination rates lingered around 8.7 eurocent/minute in 2008, in Bulgaria operators charged 15.09 eurocent/minute.

The European institution added still another request—that Bulgarian telecom regulators equalize termination rates of mobile and fixed networks, and to make termination rates between the mobile operators themselves similar.

According the EU laws Bulgaria is obligated to treat recommendations of the Commission with highest consideration.
