The omnibus budget bill cleared the House of Commons Monday after a late-night vote that followed a marathon effort by opposition parties to slow the bill’s passage. With the Senate already well into its study of the bill, it is likely to pass there later this week with minimal opposition.

Opposition parties tabled hundreds of amendments to the bill in the House of Commons last week in an effort to delay its passage or revise various aspects. With the bill possibly a confidence matter, there was a distant possibility that the government could have fallen if it failed to win each one.

The bill has been criticized for including wide-ranging changes to several pieces of legislation, particularly those covering environmental protection and resource development.

The government says the measures are necessary to streamline an over-complicated project review process. Opposition parties say the changes will gut environmental protections.
