PORT JERVIS, N.Y.—This city on the Delaware River is an example of a place that is trying to hold onto its heritage while modernizing to meet the demands of the 21st century. It was incorporated as a village in 1853 and in 1907 it became a city. Still a transportation hub for rail and road, its old-time charm can still be seen in many of its fine, old buildings.
