A recent Congestion Index study from TomTom, a supplier of in-car navigation products, found Vancouver to be the most congested city in Canada and second in North America. The study looked at 26 cities in Canada and the U.S. over the first three months of 2012. Other Canadian cities in the top 10 included Toronto at number 9, down from last year’s number 3, and Ottawa at number 10, up from its 2011 ranking of 15. Topping the list was Los Angeles, California.
