To make up for absentee members of parliament, Ukraine’s MPs have often voted for their neighbors as well as for themselves.

KYIV, Ukraine—A law aimed at stopping Ukrainian members of parliament from double voting on legislative matters has not proved successful thus far.

The law went into effect Dec. 13; in the first parliamentary session thereafter, on Dec. 18, a member of parliament (MP) tested the waters. MP Olexander Gerega deliberately double voted as part of an experiment in collaboration with the civic watchdog group Chesno.
