HUGUENOT—There are about 80 cats that call the Humane Society of Port Jervis and Deerpark their home. The cages where they are kept are neat, stainless steel boxes covered with newspaper and holding a cat bed. They get the basics: food, water, and shelter, and the staff does as much as they can to give them affection and socialize them. It’s not a bad place to be. But walking around and looking at all their upturned faces, it’s clear they are asking the question, “Are you my next owner?”
