The Trump administration issued a rule on Aug. 12 that lets U.S. Citizenship and Immigration Services deny green cards or entry to the United States to immigrants that have used welfare programs or aliens who are deemed likely to use the programs.

The 837-page plan applies to applications filed after Oct. 15 this year and is expected to affect approximately 400,000 annual applications.
