A New Zealand woman who visited the graves of her parents recently was shocked when she was unable to find them—the cemetery had been upgraded. Pam Horn, formerly from Hamilton, New Zealand, said the upgrade was “atrocious” and complained to the city council, according to the Waikato Times.

“This visit was especially so that my son could say goodbye to his grandmother and know where she rests,” Mrs. Horn told the newspaper. Her son, Simon Horn, lives in the U.K. and had been unable to attend the funeral in November.

“It was an absolute disgrace,” she told the Waikato Times. “Many plaques in the next rows, not yet removed, were splattered with cement and the ground over the graves quite frankly was left as rough as guts.”

A sign at the entrance was the only indication that the upgrade was taking place and an apology for any inconvenience. “I wasn’t mentally prepared for it to be my parents’ gravesite,” Mrs. Horn said.
