DEARBORN, Mich.—Presidential candidate Ted Cruz’s call for increased surveillance in Muslim neighborhoods following the deadly bombings in Brussels drew sharp rebukes from Muslim Americans and civil rights groups, which panned the Republican’s proposal as unconstitutional and counterproductive.
