Senators John Kerry (D-Mass.) and Joe Lieberman (I-Conn.) revealed details recently of the climate bill they introduced together.
“The American Power Act will finally change our nation’s energy policy from a national weakness into a national strength,” said Senator Kerry.
The bill sets a deadline of 2020 for the United States to cut carbon emissions by 17 percent. By 2050, emissions are to be reduced 80 percent.
The severe oil spill underway off the Louisiana coast raises questions about offshore drilling. The new bill would allow states to opt out of drilling up to 75 miles from its shore. If a state allows offshore drilling, 37.5 percent of revenues from the well should be allocated to that state for coastline protection, according to the bill summary.
Kerry said the bill will create jobs and lead to energy independence, and that this is a time to double down to solve energy problems. Republican opposition has stalled a Senate climate bill repeatedly.
“The American Power Act is fundamentally different from previous energy and climate bills – and not just because it will be the one that actually passes,” said Sen. Lieberman.
He said it will clean the air we breathe, increase national security, and boost the economy.
