City’s Public Workforce Declining

NEW YORK—The city’s public workforce will decrease by an estimated 1,697 employees this year, according to a budget analysis by the Independent Budget Office.

In June 2008 there were 311,018 city workers, just prior to the city feeling the effects of the recession. By June 30, 2013, the public workforce will be at 294,691 full-time equivalent jobs. The decline has come through both layoffs and not rehiring for positions that have been vacated through retirement, resignation, or other reasons.

Teacher layoffs were avoided during the last round of budget negotiations, but other agencies are cutting back. The Department of Transportation will lay workers off as it phases in muni-meters to replace single-space parking meters.

Budget office labor analyst Martin Davis found 2,031 layoffs among workers from fiscal year 2009 through May 2012. Some of these included 672 school aides laid off last year, 598 employees from the Administration for Children’s Services, and 509 staff with administrator titles at the Department of Education.

Not all city workers are in the same database, which makes specific analysis difficult, notes Doug Turetsky, who wrote the analysis.
