How much debt the city of Stockton, Calif., is trying to reorganize. It’s asking a judge Monday to approve its plan. Franklin Templeton Investments said the city is offering it $350,000 on a loan of $35 million.

The League of American Bicyclists sponsors Bike to Work Week, which peaks with Bike to Work Day, May 16. The Cycle Trade Association of America launched the celebration in 1956.
