Major nations submitted their emissions reduction plans to the U.N. on Monday.

This first step, marking a small success for the Copenhagen Climate Conference, was taken by a total of 55 countries, including the United States and the 27 nations of the European Union. Mexico and Russia have reportedly missed the deadline for submission.

The Copenhagen Climate Conference failed to result in a binding agreement among nations for emissions reductions.

“It is fair to say that Copenhagen did not produce the full agreement the world needs to address the collective climate challenge,” said top U.N. Climate Change official Yvo de Boer in a press conference.
