For twenty years, Judge Frank Caprio has dealt with plaintiffs trying to talk their way out of parking tickets and other charges in the City of Providence, Rhode Island.

From his earliest days, Caprio’s special blend of levity and fairness gained him a following. His courts would often be packed with people who just wanted to see him handle these petty cases.

A good example of this judge’s style of dealing with cases is shown in this video, where a young woman faces a fine for neglecting her parking ticket to the point where the fine tripled.

Judge Caprio is often joined by a friend during these sessions. Kevin Goldberger is a man with a mental disability but also a keen interest in watching court procedures unfold.

So, that day the judge asked the plaintiff, Sarah Antunes, if the man sitting beside him should give the judgement on her case. He warned her that Kevin could be strict, and he managed to keep a straight face doing so.

Antunes agreed to let Kevin decide the ruling, and Judge Caprio turned to his friend and told him to consider whether Antune seemed like an honorable and honest person. When she explained how she would have paid the $20 ticket had she received it, though she hadn’t, Judge gave Kevin two choices. What he decided, though, wasn’t what anyone could have anticipated.

Watch this case unfold in the most interesting way—certainly something you wouldn’t expect in your average court proceeding!
