NEW YORK--Rafael Espinal Jr. has won a seat on the City Council, besting three others to replace Erik Dilan in Brooklyn’s district 37.
Espinal, currently a state Assembly member and a former chief of staff for Dilan, won with 46.03 percent of the vote.
Kimberly Council, a librarian, got 31.46 percent; Heriberto Mateo got 12.21 percent and Helal Sheikh, a teacher, got 10.30 percent.
The district includes east New York, including Bushwick, Ocean Hill, and Wyckoff Heights.
