German authorities have begun investigations into a possible security breach after 21 people died and over 300 were injured Saturday in a panic stampede at a techno music festival called Love Parade in Duisburg, Germany.

According to a management document obtained from organizers by German newspaper Der Spiegel, the venue in Duisberg where the Love Parade was held, had a 250,000-person maximum capacity. The total number of people at the free festival is not known, but Der Spiegel reported that festival organizers were expecting over a million attendees. The paper reported that 105,000 people had arrived by train that day.

It is not known exactly what triggered the panic that caused the stampede. Eleven women and eight men died, including 11 German citizens. The other fatalities were citizens from Spain, Australia, Italy, Bosnia, Holland, and China, according to AP.
