Talks on a relief deal remain stalled on Monday. The treasury secretary says the next economic relief bill could come this week, but that’s if congressional Democrats are ready to compromise to make a deal.

The latest economic data shows American consumers grew more pessimistic in July. But small business owners were more optimistic, with business confidence on the rebound.
