More than 70 percent of residents in Guangzhou City are dissatisfied with the services provided by local government departments, according to the Guangdong-based Nanfang Daily.
The newspaper reported that a recent service satisfaction survey shows a satisfaction rate of barely 15 percent. More than 70 percent of those surveyed report that civil servants have a nasty attitude toward customers.
Customer service clerks are failing to fulfill their duty as civil servants, said the report. In fact, many respondents reported that the civil servants act as if they were superior to those who are being served.
Another article said that it is very common for civil service employees, especially the customer service clerks, to spend time chatting on the Internet, playing computer games, and watching movies while at work.
In China, civil servants are employed in various bodies, such as Communist Party organizations, government departments, and courts.
Shenzhen democracy activist Guo Yongfeng remarked that the overstaffing of civil service employees has been very common throughout the country, and that civil servants have lifelong job security, regardless of performance.
Experts urged authorities at various levels and functionaries to take concrete reform measures to provide better public services to the people.
