Harbin is under lockdown. All passengers entering Harbin must have permanent residences. A woman recorded her questions on the policy to enter the city and her experience at the airport. - Woman: Hi, I am flying to Harbin from Beijing, and transferring to Daqing. What’s the relevant quarantine policy?

Operator: Transit flights do not need to go through quarantine.

Woman: What about going to Daoli District of Harbin?

Operator: Yes. Do you have a permanent residence in Harbin?

Woman: No permanent residence.

Operator: Without a permanent residence, you’re not permitted to enter Harbin.

Operator: Right. You can’t.
