10-Year-Old Child Struck, Dragged From Back of Car by Caretakers

A 10-year-old child was dragged behind a car, hit by a car, and beaten repeatedly by three adults.

The arrest of the three adults was made in Oswego County, New York. They were charged with second-degree assault. A fourth adult living in the same location was charged with endangering the welfare of a child, according to a press release from the Oswego County Sheriff’s Office.

Authorities discovered the abuse after the girl escaped from the house and told a neighbor what was happening, on Aug. 30. The neighbors contacted the Oswego County Sheriff’s Office deputies who learned that the child was beaten with open hands and closed fists, feet, and an unnamed implement since April. She was also forced to work outside regularly on one meal a day. The meal was usually covered in hot sauce.

The trio of adults being charged, Gary Bubis Jr., 37, Shawn Whaley, 23, and Brandy Shaver, 18, did not allow the girl to bathe, go to the bathroom, or given any water. Syracuse.com reporter Samantha House posted photos of the run down property where the child presumably had to work.

“This one stands out as probably one of the worst ones (child abuse cases) that I’ve seen and that our agency has experienced in recent memory,” said Oswego County Undersheriff Gene Sullivan, via WWNY-TV.

Crueler treatment consisted of the girl having to run through a wildlife area while carrying a weighted-down backpack. The abusers would have a car trailing behind. If she ran too slowly, the car would hit her. Another punishment for running too slowly would be to tie her to the back of the vehicle and let her get dragged behind it.

There was also a 3-year-old child on the property. Bubis is also facing charges for forcing the younger child’s hands into a container of hot water, thereby burning them.

According to neighbors Amanda Spink and Tiffany Janack, police regularly came to the property and it was known for being disorderly. But they were still surprised by the charges.

“We didn’t think that they were the greatest people or the greatest neighbors or whatever,” said Spink to Syracuse.com. “But you never would’ve thought that they would’ve abused children like that.”

The two sisters, Spink and Janack, lived near the suspected abusers for over a decade, and Janack went to school with one of them.

Another neighbor, who chose to keep his or her name confidential, said that past neighbors moved away because of the behavior of the people in the abusive household. Nonetheless, the neighbor never suspected this level of child abuse, as reported on Syracuse.com.

The 10-year-old is currently in the hospital. The 3-year-old along with a 12-year-old child who lived in the same household have been sent to live with relatives. The investigation continues. It is likely the deputies will tack on additional charges. Authorities are urging those with additional information about the childrens’ situation to come forward.

Bubis, Whalen, and Shaver are in Oswego County Jail with bail set at $25,000 cash or $50,000 bond.
