BRUSSELS—All EU parties involved need to do all they can to make sure illegal migrants are returned to their country of origin, Sweden’s Justice Minister Gunnar Strommer said on Thursday.

“If we do it all together we can make a better effect,” Mr. Strommer said before a meeting with fellow EU ministers in Brussels.

A Tunisian gunman killed two Swedish football fans in Brussels on Tuesday. Accordingly, Sweden’s prime minister said the attack showed Europe must bolster security to protect itself.

“This is a time for more security, we can’t be naive,” Swedish Prime Minister Ulf Kristersson told a news conference in Stockholm, calling for stricter border controls in Europe.

“These terrorists want to scare us into obedience and silence. That will not happen,” he said.
