NAIROBI—A deal which would allow new refrigerant plants in China and India to get lucrative funding under the Kyoto global warming pact has been deferred until next year, a U.N. official said on Tuesday.

"China, Brazil, Argentina and the European Union could not reach agreement," the U.N. official said.

Existing refrigerant plants produce as a side product the super greenhouse gas HFC 23, the destruction of which has spawned millions of tonnes of carbon credits which factory owners could sell under Kyoto carbon trading rules.

It is the extension of these rules to new plants has been deferred.
