An insider exposed that the People's Bank of China issued a "highly classified and urgent" document on April 20, 2006, claiming that Falun Gong is spreading "Falun Gong slogans" and "reactionary propaganda" on the national currency, Renminbi.
The paper stipulates that any currency written with "Falun Gong slogans" must be collected, registered, destroyed, and promptly reported to the public security department of The People's Bank of China.
An employee of The People's Bank of China told The Epoch Times that he has heard of the new regulation but has never seen the official document. He also stated that the amount of currency written with slogans that are anti-Chinese Communist Party is increasing and virtually impossible to circumvent.
Spreading Message of Quitting the CCP on Currency
Guo Guoting, a foreign human rights attorney, believes that issuing the document reveals the Chinese Communist Party (CCP)'s anxiety about this issue. The so-called "Falun Gong reactionary slogans" refer to information about the Nine Commentaries on the Communist Party and resigning from the Party.
Gong Ping, an Epoch Times columnist, commented that the CCP getting riled up over a few phrases written on currency shows how greatly Nine Commentaries and resignations from the Party have impacted it.
Gong stated that information about quitting the CCP is not reactionary propaganda, but what the public wants. After the publication of the Nine Commentaries, more people's consciences were awakened and they no longer lived in fear — this poses a threat to the CCP. In the issued paper, the CCP does not reveal the content of the written slogans for it fears even more people knowing about resigning from the CCP.
Guo Guoting: The Document is Illegal
Attorney Guo pointed out that the document itself is illegal and involves several legal issues.
The national bank has rules and regulations to protect the currency from being counterfeit and destroyed. "Destroyed" only refers to currency that has been intentionally soiled or drawn upon with obscene pictures — which are possible grounds for punishment. "Destroyed" does not apply to currency marked with information regarding the Nine Commentaries and quitting the CCP.
From a security perspective, the issued document does not constitute a so-called "confidential document" because is not a national secret. The first premise for a national secret is that if it is revealed, the document would harm national security and interests.
Writing the "slogans" does not harm either the national security or interests. The CCP's political power and state power are two different concepts.
According to judicial provisions, counterfeiting money is a crime, but writing on the currency does not constitute a crime.
The CCP deems anything related to speaking the truth about Falun Gong as a crime. Therefore it even uses "destroying national currency" as an excuse to arrest people, but in the end, everything boils down to the illegal persecution of Falun Gong.
The Persecution of Falun Gong is Systemic
Gong Ping said that it is absurd for the central bank of China, which is for regulating the country's finances, to issue a confidential paper regarding slogans written on currency.
The reason behind it is that the hierarchy of the CCP is terror-stricken by the messages written on currency about resigning from the CCP, so the CCP is exerting pressure, causing Bank of China to carry out this aberrant behavior. This actually constitutes even more evidence of the CCP's crimes.
This also indicates that the persecution of Falun Gong is systemic; even financial institutions such as banks are involved. It reflects how abnormal the country is, especially the greater deviance from social norms in the system brought about after the CCP began to persecute Falun Gong.
Why the Withdrawals from the CCP Scares the CCP
Gong indicated that the CCP is carrying out high-pressure rule through various terrorist means, causing many people to hold their tongue with pent-up indignation though they are aware of the CCP's evil deeds. The Chinese society is like a sealed pressure cooker, yet the wave of withdrawals from the CCP is opening a gap in the pressure cooker. Once there is an opening, things get more and more out of control.
Gong said: "The CCP is not afraid of you opposing it, since as soon as you oppose it, it would suppress you. Using means such as force or economic deprivation, you cannot compete with it. However if you leave it, break away from it, the CCP cannot control you. It does not know whom to arrest or where to enforce its suppression. Because this kind of public opinion resides in people's minds, it is formless. Violence cannot control people's hearts. Hence quitting the CCP and all its affiliated organizations is the most effective way to disintegrate the CCP."
