Germany's foreign minister says Iran must quickly freeze its disputed nuclear enrichment program if it wants to begin negotiating an international incentives package.

German Foreign Minister Frank-Walter Steinmeier met with his Iranian counterpart Manouchehr Mottaki in Berlin Saturday to discuss incentives offered by the five permanent members of the U.N. Security Council and Germany. The package was offered on the condition that Iran will agree to suspend its uranium enrichment program.

The Iranian foreign minister said Tehran wants to begin negotiations, but without any preconditions.

Iranian President Mahmoud Ahmadinejad has said Iran will not respond to the offer and return to talks until mid-August.

The U.S. and its European allies believe Iran is trying to develop nuclear weapons. Tehran denies the allegation.
