TORONTO - Among the many politicians and scholars speaking at the University of Toronto’s Nine Commentaries forum, including former Deputy Prime Minister of Canada Shelia Copps, former senior CCP official Han Guangsheng had the most chilling insight into the workings of the Chinese Communist Party. The forum's full title was “The Imminent Collapse of Communism in China: Truth or Speculation? -- A Discussion on Events Triggered by the Nine Commentaries on the Communist Party.”
Han Guangsheng, who has openly resigned from the Chinese Communist Party, was the former head of the Shenyang City Judicial Bureau and deputy head of the Shenyang City Police Department in Liaoning Province. In his first public appearance, Han said, “The CCP’s corruption has had a negative impact on Chinese society, turning the whole of China into an apple rotting from the inside out, little by little.” He added, “Thorough reform is the Chinese Communist regime’s only way out.”
The following are excerpts from Han Guangsheng’s speech at the seminar:
Thorough Reform is the Chinese Communist Regime’s Only Way Out Last November, The Epoch Times published an editorial series titled the Nine Commentaries on the Communist Party, revealing the CCP’s intrinsic nature, and triggering a wave of worldwide resignations from the CCP and its affiliated organizations. Because the CCP is on the verge of collapse, it tried to block the public’s access to outside information and wage a campaign to ‘maintaining the advancement’ of the CCP, but to no avail. As the CCP is an outcast, fighting humanity and natural law, it is doomed to collapse.
Within the CCP, there are many insightful people with a sense of justice who are longing for a thorough political reform from within the party. Looking back at history and forward into the future, there is only one conclusion: ‘Thorough reform [and changing its course] is the Chinese Communist regime’s only way out.’
From absolute allegiance to doubt, to disappointment and to despair, after a long and painful process of transformation, I left the CCP and quit all my jobs related to the Party in September 2001. Recently, I also openly resigned from the CCP in order to expose its evil nature. I would now like to talk about the reasons why I left the CCP and expose its real situation at present. I hope that what I am talking about helps improve your understanding of the CCP.
The CCP’s Doctrine is “The Party’s Interests Override Everything”
The CCP has declared repeatedly that the people’s interests override everything. In fact, at every critical moment in history when a group of people defied the Chinese Communist regime, people could clearly see that what the CCP really abides by is ‘the Party’s interests override everything.’ Not to mention incidents in the distant past, such as the “Anti-Right Movement,” or the “Cultural Revolution,” in the 1989 Tiananmen Square massacre alone, a large number of unarmed and innocent students and civilians were killed. The cruel persecution of Falun Gong starting in 1999 is another tragic disaster known the world over.
Take the persecution of Falun Gong as an example. Through my work, I had personal contact with the persecution. The Chinese Communist regime established a Gestapo-like 610 Office in every party committee, from the CCP’s Central Committee down to every province and city, covering the entire nation.
Since this department was established on June 10, it is called the 6-10 Office. It was headed by Luo Gan, who was then the Secretary of the Committee of Political and Legislative Affairs of the CCP Central Committee. In Shengyang city, where I used to work, the 6-10 Office was headed by a deputy secretary of the municipal party committee. It was composed of representatives from the Public Security Bureau, the Office of the Prosecutor, the Court House, the Judicial Bureau, and the Department of National Security.
In addition, every region and county office is directly under the supervision of the 6-10 Office in its persecution against Falun Gong. That is to say, government bodies at all levels are supervised by the 6-10 Office, which is in turn under the direct command of the Central Committee of the CCP. This means that it has the power to override the constitution and law in its persecution of Falun Gong. Moreover, all the relevant instructions are given orally, without any paper-based evidence.
Tens of thousands of people who simply sought spiritual wellbeing and physical health through their practice of Falun Gong have been forcibly sent to labor camps. They went without due process of law, even though they never violated any provisions of the Constitution or law. They were deprived of their freedom and were tortured and brainwashed. Worst of all, many of them were persecuted to death, leading to broken families.
The four forced labor camps under my jurisdiction held about one thousand male inmates. In the wake of the crackdown on Falun Gong, three of these forced labor camps additionally confined Falun Gong practitioners. At one time, nearly five hundred practitioners were incarcerated. One of the torture methods used in the reeducation of Falun Gong practitioners is being beaten by electric shock batons at fifteen thousand volts. Even fifteen-year-old girls were no exception. Other torture methods include brainwashing, depriving them of sleep for three consecutive days, and pricking their thighs with needles.
They forced Falun Gong practitioners to give up their beliefs. Those who acted against their conscience to give up Falun Gong were forced to transform other practitioners by means of mental and physical abuse. They were also forced to serve as slave labor producing Christmas trees, Christmas gifts, and other small souvenirs, mainly for exportation.
The persecution of Falun Gong is an economic disaster in China. The annual overhead of the four forced labor camps under my jurisdiction was usually around ten million yuan. But with the incarceration of Falun Gong practitioners, the expenditures increased to seven or eight million yuan per year, including expenses for the construction of additional structures for Falun Gong practitioners. They build facilities used for brainwashing, such as broadcasting systems and television sets. They then have to pay subsidies to prison guards, with an increase of 70 to 80 percent per year. This figure did not include the Masanjia Labor Camp in Shenyang City, a reeducation labor camp not under my jurisdiction.
The public security system had an even larger budget specifically for the persecution of Falun Gong. The figure was estimated to be at least twice as much as the judicial system budget. That figure is simply an annual expenditure allocated to two government agencies in one city. According to a conservative estimate, in the past six years the amount of money the persecution has cost all the government agencies in all the provinces and cities around the country ranges from several dozen billion to several hundred billion yuan. The figure could be much higher.
Some people do not understand why the Chinese Communist regime suppresses Falun Gong. The reason is actually quite simple: Out of its authoritarian nature, the CCP fears that people will follow Li Hongzhi instead of it. To sustain its one-party authoritarian rule, the CCP does not care if their hands are soaked with its people’s blood. That is the nature of the CCP.
Deception and Corruption are Characteristic Traits of the CCP
During the period of time when the CCP seized political power, it did so under the pretense of being anti-dictatorship, pro-democracy, and pro-freedom, deceiving many idealistic youth who went to Yanan to give up their lives to the CCP. After the CCP took power, it shamelessly deceived Chinese society. To manipulate people’s loyalty, it told people numerous lies such as “Without the communist party, there would be no new China”, and “Only the communist party can save China.” I too was deceived, one who once wholeheartedly loved the CCP and did my utmost to follow it.
Imagine waking up from a nightmare and discovering that what you once worshiped is in fact a demon that made you act against your conscience. You feel a mixture of anger and regret at being taken advantage of and deceived. The pain is so great that you lose your desire to live.
In 1999 in Shenyang City, there was a well-known corruption case. More than 20 high level officials fell from their posts and became convicts. Among them were the former city commission secretary, mayor, deputy mayor, municipal secretary-general, vice secretary-general, head of the courts, inspection yard chief, chief of the Bureau of national taxes, and chief of the Bureau of Finances. It was an avalanche, an astonishing event that well deserves a profound look.
Judicial corruption is the inevitable outcome of the Party’s own corruption. In China, almost every fat cat and all organized crime gangs have agents inside the government protecting them. The agents have ties to the CCP’s judicial system and use their power to interfere with law enforcement. When those fat cats and mafia members have economic disputes, an unreasonable charge can be made reasonable, and a guilty verdict can be made innocent.
When I worked in the Ministry of Public Security, on the surface you were fighting against criminal offenders and mafia members. After you fight and fight, however, you discover that in reality you are fighting against people on the inside. This causes a terrible feeling. Some of these people on the inside may be lower than you, but the majority are above you. They have enough influence to crush your heart and pound your bones into powder. I personally ordered the arrest of the biggest mafia boss in Shenyang City, Liu Yong. The former Shenyang City Mayor Mu Suixin was his big brother. The former Shenyang middle level court chief Liu Shi was his nominal father.
Under the protection of these officials, Liu Yong fought and killed to amass his riches, but was never reproached by the law. Instead, he was appointed to be Shanghai’s representative in the National People’s Congress.
This is the reality in China. Many places are in complete darkness with a total absence of justice. People on the street call out injustice, but with no door to turn to, the voices join one another filling the ally ways. The communist party’s corruption has eroded society, causing China’s morality to be swept away in the wind. The whole of China is like an apple, rotting from the inside out little by little.
Under Pressure from the CCP, People Abandon their Consciences
The Chinese Communist Constitution provides citizens with many liberties. But to keep the country free of crisis, the CCP uses a forceful police presence to control the country, blockade outside information, and suppress the freedom of speech. They even go so far as to monitor communication citizens have with people overseas. No one in China from ordinary citizens to party cadres, trusts the CCP.
Neither does the CCP trust any of its party officials, especially high-ranking officials. Telephone tapping and monitoring are widespread among officials who are higher than the deputy bureau level. Some officials keep more than one phone to avoid being tapped on their office phone.
The way cadres avoid being monitored and controlled, especially among high-level officials, is to have opinions identical to those of the CCP Central Committee. If you hold different opinions, they will use any method within their control to put your life on the line. Chen Xitong [1], the former Beijing Party Secretary and Mayor of Beijing is a typical example.
The Chinese Communist Party spares no effort to gather political, economical, scientific, technological, and cultural intelligence from foreign nations, especially developed countries. Besides the consulate staff, who people all know work for the CCP, there are also some reporters on intelligence missions. Among China’s commercial affairs inspection group, at least half are communist party officials -- officials in the government and judicial administration all the way up to officials in the national security administration. In December 2002 I saw an official from the Liaoning provincial national security office in a Chinese restaurant on the East side of Chinatown [in Toronto.]
