NEW YORK—Sen. Chuck Schumer (D-N.Y.) spoke out against Gov. Andrew Cuomo’s proposal to buy back homes destroyed or heavily damaged by Hurricanes Sandy, Lee, and Irene from homeowners not wishing to rebuild.

“I think there are very few people, except in a few small neighborhoods on Staten Island, that want to do that,” Schumer said Wednesday, following a speech outlining the need for additional federal money to protect New Yorkers from future storms.

“I would much rather see us rebuild in a way that protects us than abandon large parts of New York,” he said.

Schumer did not elaborate further, however he proposed a $20 million study by the Army Corps of Engineers to make recommendations to protect New York City’s most vulnerable areas.

Schumer wants to see the recommendations from the study federally funded, something he suspects will cost billions.

During his annual State of the State address in January, Cuomo proposed $400 million to buy back homes. Bonuses would be paid for whole neighborhoods if everyone complied.

The land would be used as natural flood migration, such as marshes and swamps.
