WESLEY HILLS, New York—The ceiling came crashing down on the three men on the staircase. The police detective, who went first, fell into the nearby bathroom, hit his head on the iron bathtub, and was knocked unconscious. The fugitive landed on his feet in front of the two police detectives and bounty hunter, Scott Bernstein, who were standing in the narrow hall.

“The detective who’s on my right engaged him, and [the fugitive] threw him like a rag doll off to his right,” Bernstein said.

“I’m ready to go, but all of the sudden the other detective jumps on him,” he said. The man backhanded the detective, who fell down the staircase behind them, breaking his leg.

They stood face to face. Bernstein grabbed him, and the two fought. They landed in the bedroom at the other end of the hall. Bernstein tried to arrest the man. The man grabbed his wrists. “I could hear the crunching of my bones,” Bernstein said.

“So all of the sudden he starts grabbing my arm and he starts biting on it—really hard. I can show you the teeth marks,” Bernstein said. He pointed to a series of white scars near his wrist. “These are all teeth marks.”

As the two continued fighting, one of the injured officers called in backup. The S.W.A.T. team showed up, and pulled the man off Bernstein. “This guy was like Superman strength. It look five officers to help me finally restrain him,” he said.

For Bernstein, this was just another day on the job. As one of the world’s top bounty hunters, he has captured more than 6,300 fugitives. He is the founder of the Bounty Hunter Training Academy, the only nationwide elite tactical training center in the world.

He is also the founder and director of Child Recovery International (CRI), the only international child recovery agency, which has the world’s highest recovery rates. They have recovered more than 680 children and 1,500 adults—from runaways to those taken by kidnappers and human traffickers.

Bernstein sits back in a chair in his home office just outside New York City in Wesley Hills. Mug shots of recently captured criminals cover his wall of shame.

He has a kind smile, and is one of the friendliest guys you’ll ever meet, but he’s a man of true grit. On a brief tangent, he casually points to a sewn patch on his wrist. “Recently I got stabbed there,” he says. “I stitched it up myself.”

He said his wife asked if he needed an anesthetic. “I said, yeah, pour me a glass of tequila.”

“So anyhow, so the guys were great,” he says, returning to his story.

Helping those in need

Bernstein is currently recruiting troops returning home from Iraq and Afghanistan. As someone who has suffered more than 30 years from post-traumatic stress disorder (PTSD), he knows coming home can be one of the hardest things for a soldier.

“The reason why you see servicemen constantly signing up for second and third deployment is because they know the horrors of war, and they seem to feel that when they come back home they don’t fit back into society,” he says.

Bernstein hopes to give them a soft landing.

“They can’t find a normal job, nor are they apt to do a normal job,” he says. “You can’t just turn the switch on and off.”

For Bernstein, doing this is saving lives. He said his work gives them a transition, and with this, “we’re trying to stop the mass amount of suicides among our soldiers.”

He says by helping returning troops, he is putting their hard-won skills to use. “It’s a revolving door. In return, they save lives. They continue to do what they do best,” Bernstein says.

Collecting a bounty

“I can tell a bounty hunter’s experience by looking at the eyes. If you sit across from me I can see the sadness, the hardness,” Bernstein says.

Bounty hunting has a long history. A condition allowing the release of accused criminals for the right price was written into the Eighth Amendment of the Constitution. Yet the Wild West made this a problem.

“Early on, ‘bail jumpers’ began using the American frontier as a means to escape the law, a possibility that generally did not exist in England,” which had the Habeas Corpus Act of 1678—a basis of the American bail system, according to a report from the California State Library, California Research Bureau.

U.S. courts established a bail system allowing defendants to pay for their release ahead of trial, and if they didn’t show up, they would forfeit what they paid. Since many couldn’t afford the full bail, bail bonds were established.

The bail bonds person had the power to recapture a defendant who skipped town, but the frontier made it easy for them to stay on the run. “To combat this possibility, bail bonds persons began to rely on the bounty hunters to track down defendants who skipped bail,” states the report. “Bounty hunters were regarded by the courts as agents of the bonds person and therefore, had the same legal authority to recapture the defendant.”

This work has become more colorful in modern times.

Bernstein pulls out a box with a Santa costume. “We dress up as different people: floral companies, UPS, Con Eds. I can do Bozo the clown, [and the]Easter bunny. … I’m Santa too during Christmas time, wouldn’t you let Santa in your house?

Although Bernstein keeps a light heart, the work isn’t easy. “The untrained people are the ones who get hurt, maimed, or killed,” he says. This is why his academy makes training and teamwork their first priorities.

The pay is good—up to $250,000 a year for those who are dedicated—but for some, it’s about more than just a nice paycheck.

“You’re hunting fugitives for profit … who are out there committing more atrocities and killing lives. We’re there, as a cure, to make sure they don’t do it again,” Bernstein says.

“It can be a scary, dangerous job because you never know what’s on the other side of the door when you go hit it,” he says. “You have to expect the unexpected. You have to be on your toes 24/7.”

    This guy is so full of crap it’s not even funny; I
    have been a Bail Enforcement Agent going on 21 years now and have never heard
    of this guy or his school let alone the CRI; and I worked the east coast for
    years.  In fact I have hundreds of
    apprehensions to my name spanning 38 states plus Puerto Rico.

    His claim to have over 6,300 apprehensions is beyond
    laughable. To have that many apprehensions he would have to average 17.3
    apprehensions per day; 7 days a week; 365 days a year. Or 1 apprehension every
    83 minuets running non-stop 24/7!  This
    is simply not possible nor is it even feasible; most police departments don’t even
    make that amount of arrests on an average day.

    Not to mention this guy is in NY and in is photo he
    is committing a crime; it is a felony to posses any type of metal badge in NY

    The oldest and original Bail Enforcement School in
    the world is Bob Burtons out in I believe AZ.  
    He was the original founder of the National Association of Bail
    Enforcement Agents (NABEA)  know known as
    COBRA.

    As far has his claim of being able to make up to
    $250,000 a year. This is unheard of; on average a full time recovery agent
    makes less than $30,000 a year and no two years are the same as each assignment
    carries a different fee with an average of $150 per case these days.  In reality you will lose money in your first
    year or two of operations.  In 21 years
    my best year grossed only $48,000 and I made just over 200 apprehensions that
    year. 

    Bail Agents don’t want to pay top dollar and they don’t
    have to these days with a certain TV show following the follies of a certain
    felon and self-proclaimed “World’s Greatest Bounty Hunter” the industry has
    been flooded with these fly by night schools taught by people that have seen
    one to many episodes of the show and decided “Hey; I can do that”.  They soon realize it’s not an easy job and
    they can make more money teaching what little they know at several hundred dollars
    a head.

    Because of these fly by night schools there are many
    more “Bounty Hunters” out there and even more with no formal training what so
    ever.

    In all my years in the industry I have met more
    people claiming to be bounty hunters then I ever did prior to the TV show. 

    As for being a “Bounty Hunter” this is an out dated
    and antiquated term that has no place in the industry as it is misleading and
    wildly inaccurate.  90% of the people
    that call themselves “Bounty Hunters” are either some kid trying to impress a
    girl at the bar.  As well it show there
    has been no formal training and most likely this guy will injure himself, to
    public or the Principal.  There is no substation
    for formal training at a recognized training facility like US COBRA.

    If I am not mistaken the guy in this story was apart
    of the now defunct US RECOVERY BUERAU that was based in NYC and lead the to
    arrest of dozens of their students around the country for violating various
    laws.  The USRB was running around with
    badges the resembled those worn by the NYPD and many of their people where
    arrested for impersonating cops and robbery of people among a whole host of
    other charges. 

    Their training program came out of the blue; like
    this guy, flooding websites and magazines across the country with ads for their
    school guaranteeing a $250,000 a year pay check and convinced their
    student/victims that they could do recovery work in all 50 states; Mexico and Canada
    and that they would be protected under the USRB agency License; a license that
    never existed.

    Fact is we cannot operate in Mexico or Canada.  There have been dozens of Bail Enforcement
    Agents arrested and extradited to Canada where they were tried, convicted and
    jailed for kid napping and other charges because they made illegal arrests
    there and brought people back to the US.

    There are even a few states like; MA, VA, IL, & KY
    where we cant step foot in even though Federal Law allows us to chase a
    Fugitive there.  Many other states have
    passed laws requiring licensing of Recovery Agents and provide penalties for
    anyone that does a recovery there without that States license.  Like TX, CT, AZ, FL.

    I wish this reported
    did his homework and due diligence before he ran a story on someone that is
    clearly a fraud.  These types of stories
    can make us look bad and we don’t need any bad press

      Hey Reverend – You’re a [snip] self – proclaimed Hunter. If you were anything, you would use your real name if you had nothing to hide. This man has aboslutely nothing to do with US Recovery Bureau and your facts are so off based, You know nothing about this industry at all. Scott Bernstein is a dear friend of Bob Burton for 25 years so why don’t you call him up so he can justify everything in this article. Burton does not even operate in Arizona [snip]. Has not in 8 years!

      All you did by writing simple libel in your post [snip]. The facts about this man are available to the public. He has been featured on every show across the world. He has been feautred on 60 Minutes, Oprah, Dr. Phil and hundreds of others. He is international recognized in 16 international documentaries and was the sole contracted Bounty Hunter for America’s Most Wanted. What the hell have you been noted for ever?  

      I urge anyone who read this article to go on the web site and view actual arrests caught on tape by film crews around the world where you will see this industry’s Icon arrest up to 3 fugitives per day! This Rev. Juggalo is just trying to get his 5 minutes of fame here because nobody gave him attention since birth and simply jealous of Scott Bernstein’s accomplishments. All of Bernstein’s past is very well documented except for Rev. Juggalo who does not have the nerve to post his real name and the educated masses know exactly what this means. [snip].

      Posts like this do not go unnoticed by law enforcement. Most of these are considered harassment or go under the heading of cyberbullying which is considered a felony punishable by time in prison. If you are a victim of cyberbullying or cyberstaling, report this directly to authorites even if the perpetrator like Rev. Juggalo uses a aconym or alias of some kind. They can be tracked just like pedophiles and sex offenders on the internet. They can run but they cannot hide.

    is the kind of thing you will really encounter in the army and armed
    forces of this country– really really tough and really really NICE
    people! It’s a bit baffling for us who were raised on media lies which
    thrives off of negative reporting. it’s not political, it’s just the $$
    agenda– yellow journalism and sensationalism. positive things are not
    sensational! so they report only the rapes murders and bad seeds,
    whether the army or anywhere. there are good cops, good doctors, good
    soldiers, good teachers and good everything but when you open up new
    york times, you’ll read about the soldier who raped a local, the teacher
    who had relations with a student, and the cop who’s corrupt. their
    politics leads them not to report only these stories, but to be so
    morally blind that they forget that it’s positive things that matter,
    not all this smut. whatever the political slant of the paper. it’s
    only that conservatives tend to hold history and traditions, at least
    those of this country, in higher esteem, whereas liberals, and this is a
    general statement, tend to do away with all traditional thoughts in the
    belief that modern man can create his own perfect philosophy right here
    and now. and that “objective” science is the only real truth. whereas
    all human knowledge, science or otherwise, is still only viewed in the
    prism of their morals. i.e., we can invent an atom bomb, quiet
    advanced, but the “objective” results of such scientific achievement are
    not positive for anyone

    so underneath knowledge, we must have proper morals to make the result of that knowledge productive not destructive!
