LONDON—Birmingham City Council launched an investigation on Sunday into a stampede at a free concert in that left scores of people injured.
About 20,000 people attended the event on Saturday, where a string of top pop bands were set to play, to celebrate the switching on of the city's Christmas lights.
Organisers had been expecting no more than about 15,000 people to turn up.
Hundreds of fans surged forward through safety barriers during the performance of 2008 X Factor runners-up, boy band JLS, crushing those who had gathered at the front.
More than 60 people were hurt and four of those were taken to hospital, emergency services said.
Fans at the event told broadcast media there were not enough police officers and stewards at the scene to cope with the mayhem. As the situation escalated Birmingham City Council called off the show.
The council's assistant director for sport and events Steve Hollingworth said the authority had done everything it could to plan for show and would conduct a thorough investigation.
"I don't believe we are to blame. We will have a look at our plans and learn from them, and really review whether we have got a space big enough in the city centre if the acts these days are going to pull such significant numbers," he told Sky News.
